<論文>一関藩医・建部清庵『民間備荒録』の成立経緯 --｢民間備荒」構想の再検討に向けて--

Abstract

本稿では，宝暦5年(1755)より発生した奥羽地方の飢饉の際に，一関藩医・建部清庵が藩内の村々における飢饉対策のために書き上げた『民間備荒録』の成立経緯に着目して，同書は村役人の肝入・組頭を教えるための救荒手引書と藩の家老向けの建言書と，二つの性格を備えていることを明らかにした。同書における「民間備荒」の構想そのものは一関藩の荒政を強く意識して打ち出されたものであった。宝暦の飢饉における一関藩の御救が行き詰まりを見せ始めた中で，清庵は「民間」に着目し，藩の荒政に干渉しない範囲でその肩代わりとして，村々の肝入・組頭を先頭に百姓仲間が主体的・能動的に行う飢饉対策を構想した。こうした「民間備荒」は村の自治に基づくものだが，先行研究で指摘されているような，藩権力がまったく関与しないものでは決してなかった。むしろ村の自治を維持するために，藩側の監督は必要不可欠であると清庵は考えていた。つまり，清庵から見て「民間」(百姓仲間)とは藩側と支え合う関係にあるものであった。このような「民間」と藩，「民間備荒」と藩の荒政の関係性の捉え方の背景には，一関藩が御救に尽力してきたことと，清庵が医学修業の時代より築き上げた藩への信頼があった。最後に，藩医としての清庵は「民間」と藩の「中間」に立つ者であり，両者の間における「知の媒介者」として位置付けられることに言及し，宝暦の飢饉以降における『民間備荒録』の受容に伴い，為政者側と「民間」は清庵の「民間備荒」に媒介された互いの「知」を共有し合って，共通する知の基盤が拡大していったことを展望した。

This paper focuses on the conception of the “Minkan bikōroku”, written by Takebe Seian, an Ichinoseki clan doctor, in order to combat Hōreki famine (1755-1756). I will argue that this book has two characteristics : on the one hand, it is a famine relief manual for village officials, on the other, it is a proposal for the chief clan retainers. The idea of “minkan bikō”, meaning famine relief proactively carried out by the peasant groups, was strongly conscious of the famine policy of the Ichinoseki clan. Therefore, “minkan bikō”, while based on the autonomy of the village, was by no means completely independent of clan authority. In other words, according to Seian's view, the peasant groups had a mutually supportive relationship with the clan. Supporting this relation were the relieve efforts of the Ichinoseki clan during the Hōreki famine, and the trust built up by Seian since his days of medical training. Finally, as a clan doctor, Takebe Seian acted as an “intelligence intermediary” between the peasant groups and the clan.
