抄録: In recent years, individual higher education institutions have been emphasizing their efforts to reform. However, it is a significant burden to independently undertake reforms at each institution to respond to the rapidly changing society, and there is also a high possibility of wasting educational resources. In this paper, we focused on university consortia, which are a type of inter-university collaboration, as a mechanism for realizing higher education reforms that effectively utilize limited resources and obtain social consensus. After extracting three university consortia and conducting an interview survey, the following characteristics were revealed in relation to their involvement with local governments and industries: First, the awareness of local governments has a great influence on their involvement. Second, while there is no active involvement from the industry, the consortium side is exploring the needs of the industry and responding to them. Third, the awareness of higher education institutions themselves regarding university consortia is not necessarily high. Forth the secretariats of consortia are too small, to build unique businesses or develop new businesses. Based on these characteristics, the following two points became clear. (1) since higher education reforms are premised on changes in society (local governments and industry), the rigidity of society is a significant problem in the relationship between university consortia and society. The consortium should have the function of making policy proposals and business proposals to overcome this problem. (2) it is essential to strengthen the secretariat organization to fulfill these functions, not just by increasing personnel but also by improving the expertise of staff.
