帳簿より見たる漢代の官僚組織について (特集 漢代綜合研究)

Abstract

It has been stated by many that the politics of Han Dynasty were well performed, especially through the lower agencies. But the foundation for this statement is primarily the fact that the institution was well organized, and it has not been proved whether the institution actually and rightly worked. I examined the memorandums of lower officials in those days, numerously found in Chu-yen (居延) and have reached the conclusion as the following. 1) The central government could keep a good watch upon the local conditions. 2) The memorandums were daily filled in according to the rule and were inspected so strictly as to get highly reliable. 3) Thus the traditional statement concerning the local politics of Han Dynasty is well-established.
