抄録: After the foreign forces occupied Tianjin (Tienchin) for the purpose of subjugating the Yihetuan movement, a provisional government was founded there. It was Tienchin Provisional Government (the T.P.G.). A council composed of delegates from the six nations (British, Russian, French, German, Japanese and Italian) managed the T.P.G.. The T.P.G. had categorical power over the Chinese, but it had no power over the foreigners--the foreign forces. In fact the T.P.G. was an agency which submitted to the commander's orders, and whose prime duty was to root out the Yihetuan movement and restore order. Although peace negotiations were held and the Powers didn't need to keep in step, the T.P.G. was not abolished at once because of mistrust between the Powers. Yuan Shikai 袁世凱 became the Viceroy of Zhili after Li Hongzhang's 李鴻章 death, and at this point negotiations for the abolition of the T.P.G. and restoration of Tianjin began. Each minister of the Powers was going to restore it with the magnanimous reservations by comparison. And each commander insisted on excessive expansion of the rights of their country in China. There were opposing opinions about it between the two parties, and it took about four months to mediate the dispute. Directly before the reservations to restore that adopted much from each commander's opinion were thrust at China, Russia suddenly declared her secession from the T.P.G.. The situation changed completely. The delegates of five nations eased the reservations in the face of the Russian conduct. With more magnanimous reservations Tianjin was taken over by Yuan Shikai.
