Abstract

In April 1949, Zhang Shizhao (1881-1973) went to Beiping as a delegate of the National Government and took part in the peace negotiations with the CCP, and came to choose a policy of nation-building under the regime of the CCP after the negotiations had broken down. On the level of personal political belief, he came to support the National Government's policy for peace, and also to support the work of the United Front under the CCP. In the eye of Zhang, who was an advocate of parliamentary politics from the early Republican period onward, the peace policy of the KMT meant a shift of political line from the National Assembly to the Political Consultative Conference, and that policy was suitable for his political idea. As a result, he accepted an appointment to become a peace delegate for the National Government. Zhang engaged in the work of the United Front under the CCP, because he mistakenly interpreted the fluid policy of the CCP in 1949 as a policy of Coalition Government which was outlined in 1945. As such, Zhang believed, this would mean a realization of the Political Consultative Conference in which all political parties in China could participate, including the peace faction within the KMT.
