抄録: | This articleis an examination of the process of the construction of the Beiyang fleet in the late Qing period. In this examination, I do not attempt to focus on the competitive relations between coastal regions, a subject already well argued. Rather, I focus on the perpendicular relationship between the central government and the local government, paying particular attention to financial relationship between Li Hongzhang 李鴻章, the Beiyang minister and the Zhili Governor-General 直隷總督, and the Board of Revenue. In this article, I also examine the question of whether or not Li Hongzhang expanded his regional power at the time of the conclusion of the Sino-French war. I conclude that the common perception that Li Hongzhang gained exclusive positions just after the Sino-French war is not correct. At that time the control of the central government over the local governments increased, and as a result Li's power was also reduced. I conclude that the peak period of Li's power began in December, 1879, when he was authorized to establish naval forces by the central government, and terminated in the middle of the 1880's. |
