抄録: | In this paper, I tried to clarify the real image of "An-fu shi" 安撫使 in the Song dynasty and pointed out its role in Chinese history. There were three types of the "An-fu Shi" in the Song. Ti-liang an-fu shi 體量安撫使 had a traditional assignment to keep peace. The task of Yuan-bian an-fu shi 緣邊安撫使 was emphasized with supervising persons who performed military administrative duties. Jing-lue an-fu shi 經略安撫使 also shared this task and was authorized to command troops directly as well. Since the Five dynasties separate military powers had been taking shape in the provinces, the Song dynasty had to dismantle them so as to advance centralization. For this purpose, the central government of the Song sent some military supervisors, who were under the direct control of the Emperor, to the provinces as one of the ways to take away their military authority. Still more, it sent the "An-fu Shi" to control these supervisors. As it was necessary for the "An-fu shi" to use its military authority to carry out the orders of the central government, it began to supervise not only the military but also the administration of the provinces. |
