<研究ノート>ネパール北西部農村における人の範疇化--援助と教育の広まりによる変化

Abstract

本論文ではネパール北西部農村における人の範疇化の変化について述べる。ネパールの1990年の民主化による政策の変化が調査村にどのような変化をもたらしたのか、というのが本論文の問いである。特に本論文では1990年以降のNGOと教育の広まりに着目する。調査村においてNGOは主に男性の雇用先として捉えられ、「教育があり、裕福で権力を握る」一部のドミナントカーストがNGOで働くことで彼らとそれ以外の人達という序列が生じた。また、教育の広まりにより、「教育を受けた女性」と「教育のない女性」という序列が生じた。教育は仕事や服装とも深い関わりを持ち、「教育のある女性＝オフィスワーク＝クルタ」「教育のない女性＝重労働＝ドティ」という認識が広まった。調査村では(1)大変な仕事をする人とラクな仕事をする人、(2)教育がいる仕事をする人といらない仕事をする人、(3)お金が得られる仕事をする人と得られない仕事をする人の3つの序列がそれまでのカーストの序列と重なり、交錯した人の範疇化が生じてきている。

This article examines the changing social categories in relation to foreign aid and education in a village in north-western Nepal. I attempt to explain the influence of the political reforms after the introduction of democracy in 1990 by considering the case of a remote village. In particular, I focus on the proliferation of NGOs and the spread of education. Since 1990, NGOs have proliferated throughout Nepal. In the village studied, NGOs are regarded as exclusively male workplaces. Some "educated and powerful" dominant caste men work there, and have thus become rich. This situation created a new hierarchy. The new policy offered women educational opportunities, thereby creating another new hierarchy: "educated women" and "illiterate women." Moreover, education is related to work and attire. Villagers think "educated women = office work = "kurta"" and "illiterate women = physically demanding work = "dhoti."" Thus, in the village, new hierarchies are created: (1) hard work and easy work, (2) educated workers and illiterate workers, (3) highly paid jobs and badly paid jobs. Hence, when the above hierarchies are integrated with the caste-based hierarchy, a complicated power structure can be observed.
