dc.description.abstractToday, young people are faced with a difficult career environment. It has been pointed out, for example, that employability skills and career awareness of young people are immature. The number of young part-time workers and NEETs (Not currently engaged in Employment, Education or Training) has been increasing in recent years. This is why several ministries have recently established policies on career education. This paper analyzes the process of career guidance (shinro-shido) and career education (kyaria-kyoiku) policy making and explores how cooperation between ministries works and what influences the continuation of cooperation. First, the historical development of career guidance since the beginning of the 20th is described. In the history of career guidance some ministries had established policies on it, but they had the negative attitude to interministerial cooperation. Secondly, to grasp the progress of recent policies on career education, a chronology of policies on career education since 1999 is showed. The chronology shows several ministries had the positive attitude to interministerial cooperation on career education especially since 2003. Finally, by comparing each environment of policy making process on career guidance since the beginning of the 20th and career education since 1999, this paper considers what factors influences the continuation of interministerial cooperation, concluding that the Cabinet Office plays an important part.en
