ブータン王国における Village Health Worke

Abstract

1978年9月12日アルマ・アタで開催されたプライマリーヘルスケアに関する国際会議の中で, 世界中の全ての人々の健康を保護, 促進するために全ての政府, 全ての健康開発職員, そして, 国際社会により緊急な行動をとる必要性が宣言された. ブータン王国政府は地域においてプライマリーヘルスケアを担うVillage Health Worker(VHW)を養成する計画を開始し, 1980年代半ばまでには全国に展開された. VHWは村落コミュニティーのプライマリーヘルスケアにおいて指導的な役割を担ってきた. 本稿では地域の最前線で活躍するVHWに着目し, ブータンにおけるVHW導入前の保健行政の歩み, VHWの設置及び仕組み, 今後の可能性について記述する.

In September 12th, 1978, the international conference on primary health care held in Alma Ata declared the need for urgent action by all governments, all health and development workers, and the world community to protect and promote the health of all the people of the world. Royal Government of Bhutan initiated the Village Health Worker (VHW) program to develop human resources who have a key role in the primary health care in the communities. VHW program was implemented throughout the country by the mid-1980s. The VHWs have played a significant role in primary health care on front line in the communities. This paper discusses the background, system and foresight of the VHW in the Kingdom of Bhutan.
