複数大学の連携と組織化による教育プログラムの開発と普及 -地域公共政策士プログラムを事例として-

Abstract

Public society needs contribution from universities, while higher education in Japan faces a lack of money. The increasing cooperation of universities in recent years is expected to be one of the solutions to these problems. Although there are many researches in which good educational practices are introduced, there are few researches concerned with the systematic effects of cooperation on educational outcomes. In the present paper, based on a preceding study, we first set up the hypothesis that the mutual effects of three factors assist the diffusion of programs. These three factors are (1) well-organized administration of a program, (2) practical education, and (3) connection between universities and public society. Then, we observe the Local Public Policy Manager (LPPM) Program in Kyoto to verify the hypothesis above, and show that the hypothesis can generally be applied to the Japanese higher education system. We see that the three factors above are fulfilled in the cooperation between universities such as the LPPM Program, but their mutual effects cannot always be substantiated. We emphasize here that action from public society to universities is particularly important.
