北海道におけるグリーンツーリズム : ヨーロッパとの比較考察

Abstract

農山村振興と国民の余暇時間の増加への対応として, わが国でもグリーンツーリズムが注目されはじめている。グリーンツーリズムはヨーロッパで始まったもので, 農家民宿での長期滞在を意味するが, 日本で展開しはじめているグリーンツーリズムは, より広く多様な内容をもっている。本論では, 農家民宿を本来のグリーンツーリズムととらえ, 農家民宿がファームインという名で展開している北海道の実態調査を実施し, ヨーロッパと比較しつつ北海道の特徴を抽出し, 今後の課題を呈示することを目的とした。その結果, 北海道のファームインは, 観光ルートの1つの宿泊先として位置づけられて短期滞在が圧倒的に多く, ヨーロッパとは大きく相違することが明らかとなった。そして, ヨーロッパでは, 農業生産の維持がグリーンツーリズム展開の大前提になっていることを考えると, 北海道の場合は, 農業生産の今後に不安を残していることは一つの課題である。

In Japan, green tourism began to be interested in developing farming and mountain villages and in supplying citizens a kind of tourism because of an increase of leisure time. It has been originally started in Europe and has meant a long stay at a farmer's house. Though green tourism in Japan implies multiple contents, green tourism in Hokkaido is thought to be close to European green tourism, This thesis aims to draw characteristics of green tourism in Hokkaido and will show its problems. For the purpose of it, an interviewing research was done at several farm inns in Hokkaido from the view point of European green tourism: staying at the farmer's house is an essential condition of green tourism. The conclusions are as follows: 1) There is a difference of green tourism between Hokkaido and Europe in terms of visitors' objectives and the length of visit. In Hokkaido people stay overnight at the farm inn only for their sight seeing while in Europe over one week for relaxation. 2) In Europe a sustainable agriculture is very important condition in order to maintain and improve green tourism. However, in Hokkaido, there is anxiety for sustainable agriculture in near future.
