水銀および水銀含有廃棄物の管理に関する現状

Abstract

本稿では、最初に円本、EU、アメリカでの水銀廃棄物の発生量、処分、保管等の現状について紹介した。日本においては、水銀の大気排出インベントリーとマテリアルフローから水銀の最終処分・回収量の推定を行った。その結果、最終処分されている水銀量と回収量を比べると回収量の方が大きいことがわかりEUと比べても回収率が高いことが示唆された。今後、一次鉱出だけでなく回収された水銀についても輸出することが禁じられる可能性があり、余剰水銀や水銀含有廃棄物はその含有率に応じて長期・永久保管あるいは適正処分が求められる。そのため、この閾値を決めるための基礎的な実験的検討を行った。その結果、ハーゼル条約やスウェーデンが独自に定めている水銀含有廃棄物の基準: 0.1%には一定の合理性があると考えられた。今後は水銀の安定化機構や長期的な安定性に関するさらなる科学的知見の蓄積が必要である。

In this study, Basic experiments have been conducted to determine the threshold for long-term storage from the viewpoint of mercury release into underground water. The results suggest that the threshold for wastes containing mercury specified in the Basel Convention and Sweden is reasonable at a rate of 0.1 %. It will now become important to look into enhancing the scientific knowledge surrounding the long-term stability necessary for appropriate disposal and storage of mercury and the mercury that is contained in wastes.
