地方都市中心部の低未利用地における面積変化と居住用地への転換に関する要因分析

Abstract

本研究は, 地方都市中心部における低未利用地の土地利用転換の要因を定量的に明らかにすることを目的に, 2005年10月時点の中核市37都市すべてを対象に, 住宅地図を用いて低未利用地データベースをGIS上に構築した. また, 1995年から2005年の低未利用地面積変化の状況とその要因について公共交通整備状況や用途地域指定状況などを考慮して分析した上で, 居住用地への転換要因を区画単位で分析した. その結果, 低未利用地について, 面積変化の要因分析から, 1995年に低未利用地が空間的に近接している都市や, 都市中心部に鉄軌道駅が整備されている都市は面積が減少していること, さらに, 居住用地への転換の要因分析により, 低未利用地の中でも駐車場用地は居住用地への転換に負の影響を与えていることを明らかにした.

The purpose of this study is to quantitatively clarify the factors that have transformed underused land in a number of cities. Therefore, we constructed a database of underused land by using housing maps in GIS and analyzed the factors causing the change between 1995 and 2005 for underused areas. We focused on conditions of public transportation and designation of land use districts in central areas of 37 core cities in October, 2005. Furthermore, we also analyzed factors of transformation from underused land to residential land in each lot. Results show that underused land area has decreased in cities where railway stations have been maintained and underused lands were distributed in close proximity to each other in 1995. Moreover, from an analysis of factors for transformation to residential land, outdoor parking lots have a negative effect on transformation from underused land to residential land.
