第二次朝鮮教育令成立過程の再検討

Abstract

本稿は三・一独立運動後，植民地朝鮮に施された「文化政治」という，新しい政治空間の中 で行われた第二次朝鮮教育令の成立過程について，①一次史料の徹底的な再検討を通じて先行 研究の盲点と限界を克服，事実関係を明らかにし，② 朝鮮統治をめぐる本国/植民地の様々なアクターの葛藤と対立が錯綜する中で朝鮮教育令が成立していく政治過程を究明すると共に，③ そのようなダイナミズムに対する考察を通じて植民地政治史の一齣を構築することを目的とする。 朝鮮教育令を含む教育制度の改編は，朝鮮三・一運動後の植民地統治再編の一環として行われたが，その成立過程は帝国本国から植民地へ，統治権力から被支配民族へといった一方向の作用ではなく，また「内地延長主義」や「同化主義」の単純な適用でもなかった。植民地在住 者内部でも在朝日本人と朝鮮人の異見と葛藤があり，朝鮮人社会の輿論も一枚岩ではなかった。 朝鮮人の政治・社会的エネルギーを体制内に包摂して朝鮮統治の安定化を図ろうとする朝鮮総 督府は，一方で朝鮮人社会の要求を抑えながらも，他方でそれを受け入れて政策に反映する柔軟なスタンスを取っていた。これが在朝日本人社会の不満を呼び，支配民族内部の統治者と被治者間の対立が露呈されることになる。また，朝鮮総督府は朝鮮の「特殊事情」を強調する現実論に立っていたが，「内地延長主義」の原則と帝国法制の一貫性を重視する中央政府側(拓殖局・法制局・枢密院など) はこれを容認せず，両者は頻繁に衝突した。結局，この問題は帝国 支配の首脳部同士の話し合いという政治的妥結により解決され，ようやく第二次朝鮮教育令の成立をみるに至った。

I re-examined the political process of the second education ordinance in colonial Korea in this article, in order to (1) elucidate the discord and friction among the various political actors in metropolitan and colony; (2) construct a part of colonial political history by comprehending its dynamism. The reformation of educational system was a part of Japanese 'cultural rule' after the March First Movement in Korea. Though, it was neither a simple application of assimilation policy, nor a one-sided process from mainland to colony. As well as there were so many actors that has different perception and aim. In the colonial political space, there was conflict between Korean nationalists aimed to expand the chance of national education and Japanese settlers who were willing to suppress the Korean national movement; the colonial government could not but take a flexible stand to the Korean society's demands in part. In addition, the bill made by Government-General of Korea was opposed by mainland government, e.g. Cabinet Legislation Bureau, Colonization Bureau, Privy Council; this matter has been settled amicably by the top-level talk finally.
