<特集研究ノート>スリランカにおける村の政党政治とその変化 : 内在的文脈の理解に向けて

Abstract

This paper aims to describe recent changes of party politics in a Sinhalese village in Sri Lanka, and to set out a framework for understanding the nature of its changes through the internal logic of the villagers. Democracy in Sri Lanka has long been characterized by the combination of a 'two-party system' and persistent 'welfarism', which, as a consequence, perpetuated sharp divisions among villagers according to their party affiliation. In recent years, however, the significance of political patronage in village life seems to be diminishing, while we can see political apathy spreading. Such changes may be partly explained as an outcome of transitions in state economic policy, from state-led welfarism to neoliberalism. However, comprehending the 'meaning' of changes on the part of the villagers is necessary if we are to fully understand the phenomena in question. By referring to Nalani Hennayake's discussion on the 'indigenous vision' of Sri Lankan politics [Hennayake 2006], and by complementing her view with the argument on 'political habitus', this paper attempts to come up with a framework to interpret the recent changes in Sri Lanka within the internal context of its 'cultural politics.'

本稿は, スリランカの民主主義のひとつの具現の「かたち」である村の政党政治の在り方と変化を記述し, その変化を捉えるためのフレームをめぐる議論を行う。スリランカの民主主義を特色づけてきた二大政党制と福祉国家主義は, 村レベルに支持政党ごとの党派的分断を引き起こしてきた。だが近年, 村の政治状況には強い分断からある種の政治離れへと向かう傾向がみられる。中央州のシンハラ村を事例に, 先行する民族誌との対比によってこの変化を記述する。近年にみられる変化は1977年以降の開放経済路線への転換に伴う経済状況の変化との強い整合性を想起させるが, 変化を的確に捉えるには「村人の目からみた政治」の内在的理解が不可欠となる。後半ではナーラニ・ヘンナーヤカによるスリランカ政治における「固有のヴィジョン」の議論を敷衍し, 村レベルの「固有の政治実践」の領域を浮かび上がらせることで, 変化を捉えていくための内在的文脈を提示する。
