総合大阪都市計画(1928年)における公園系統計画の成立 --大屋霊城の役割とその計画思想の反映--

Abstract

本研究は，総合大阪都市計画（1928）における公園系統計画の成立過程について，関与した主体の動向に着目し明らかにするものである．大阪市区改正設計（1919）の認可後，大阪府都市計画課により，さまざまな種類の公園を公園道路により連絡させる公園系統計画が，都市計画放射路線とあわせて考案された．これは，大阪府兼都市計画大阪地方委員会技師であった大屋霊城が，公園道路のネットワーク機能の重要性に着目し，郊外の大公園と都市中心部を大道路により結ぶ「放射分散式公園系統」という考えを反映したものであった．ここで考案された公園計画案は，関東大震災後，避難路としての機能を付加した道路公園の整備という拡張点がみられたが，財政状況から多くが成案には至らなかった．第二次市域拡張（1925）後には，府が大公園の開設，市が主に市内小公園の経営にあたるという「府市共同」の体制がとられ，市域拡張部分の公園計画は大阪府都市計画課案が引き継がれることで，総合大阪都市計画公園計画として成立した．

This paper aims to show the development process of the park system planning of Osaka comprehended in City Planning decided in 1928. After the city improvement of Osaka in 1919, City Planning Division of Osaka prefecture had developed a park planning to create parkways to connect various parks scattered around Osaka. Reijo Oya, the city planner who played a leading part in park planning of Osaka, thought a park network and its systematization were indispensable and an ideal park-system of Osaka was realized with a radial road network connecting suburban parks with the city center. After the Great Kanto Earthquake, an evacuation function was tried to install in the city planning, but the financial condition made it impossible. After the city expansion in 1925, Osaka prefecture built a cooperative relationship with Osaka city, and eventually, many candidate sites of parks in city expansion area were reflected to the park system plan decided as Comprehensive City Planning in Osaka.
