<高等教育の動向>米国におけるIR/IEの最新動向と日本への示唆

Abstract

日本の大学関係者及び政策立案者のInstitutional Research(IR)に対する関心は依然として高い。本稿は、こうした関心に応えるべく、IR先進国である米国における現状を捉えるとともに、昨今、米国の高等教育機関が強く要請されているInstitutional Effectiveness(IE)にも焦点を当て、IRのみならずIEについての理解促進を図ることを目的としている。米国におけるIR及びIEについては、明確な定義は存在しないものの、IRは「諸活動の効果検証に向けて展開される情報収集、統合・分析、情報提供を支援する機能」として、IEは「機関が自らの使命に沿って展開する各種活動の成果についてIRが行う効果検証の結果に基づいて、成果に至るまでのプロセスを継続的に改善していく循環サイクル」として捉えられていることが明らかとなった。このことは、昨今の日本においても要請が高まっている教育の質保証、教学マネジメント、学習成果の把握などにおいて、IRは機関の使命に沿って展開している諸活動の成果の把握と効果検証を通じて、継続的改善へとつながる循環サイクル(IE)を確立していくことが重要であることを示唆していると考える。

Institutional Research (IR) remains a hot topic in Japanese higher education. In the US, the importance of continuous commitment to institutional effectiveness (IE) has been growing. This paper aims to promote a better understanding of IR and IE. Although no "clear" definitions of IR and IE exist, consensus on these concepts has been reached among IR/IE professionals in the US. IR is viewed as a decision support function that provides information to the university community. In addition, IE is a cyclic process of continuous improvement based on evaluating the university's operations, including the assessment of student learning. It is essential to apply the concept of IE using the IR function to keep the improvement process running and circulating.
