<論説>中国農村における経済地域 : 専区級および人民公社級経済地域について

Abstract

中国農村の社会主義化の過程は、農業協同組合から人民公社を生みだした。この過程は、中国農村における分散性克服への過程でもあり、水利化、工業導入をテコにして「統一」された経済地域を生みだす過程でもあった。現在、人民公社経済地域は、中国農村における「基礎地域」として、(1)農業の集約化、(2)生産部門の多部門化、(3)労働力、居民点の合理的配置、(4)科学的管理、(5)生産物交換体制の確立を追求している。しかし、(2)、(3)の側面に弱点をもつとともに、経済地域の総合的発展はおくれている。そのため、人民公社は相対的独自的発展をみせる一方、より上級の経済地域からの援助、他公社との協力による連関性を強くもつ。そこで、中級経済地域たる専区に注目する必要性が生まれる。専区級経済地域は、人民公社経済地域より、高い総合性をもち、人民公社経済地域に対して、生産物移入、貸付金交付など行政的、財政的援助を与えている。また、農業区劃など人民公社に対する経済区劃の制約をもっている。北京市郊区、山西省、江蘇省准陰専区等の例から、地域規模の小さい人民公社、都市よりはなれた地域の人民公社はフォンド蓄積が弱く、人民公社の総合的発展は小さいことがわかる。一般的にいって、農村における「基礎地域」の経済的基礎は低く、いわゆる地域的拠点にはいまだなりえず、専区級経済地域の役割りは相対的に高くなっているといえる。

The socialization of the Chinese farming villages brought people's communes out of agricultural cooperative associations This process was also the one to conquer the dispersion in the Chinese villages and to create a "unified" economic region by means of the utilization of water and the introduction of industry. Now the economic regions of people's communes are to establish, as a "basic region" in the Chinese villages, (1) intensification of business, (2) variety of production branch, (3) reasonable arrangement of labour power and residence, (4) scientific management, and (5) exchange system of products, though they were weak in the points (2) and (3) and they were backward in their collective development. Therefore, people's communes develop relatively and originally, while they receive assistance from the upper economic regions and have a close relation with other communes through cooperation. Then, it is necessary for us to pay attention to Chuan-ch'ii 専区, a middle economic region, which has a higher synthesis than the economic regions of people's communes and gives the administrative and financial aid, such as import of products and delivery of advance, to the economic region of people's communes ; and it has the right to regulate the economic division for the people's communes such as agricultural division. Judging from some examples in Pê-ching-shih Chia-chii 北京市郊区, and Shan-si-sing, Chiang-su-sing Huai-yin Chuan-ch'ii 山西省, 江蘇省 淮陰専区, the people's communes which are less in scale of region and far from the city are weak in accumulation of fund and small in their collective development. Generally speaking, a "basic region" in farming villages is weak in economic basis, and cannot be the so-called regional base ; then the part of economic regions of Chuan-ch'ii is relatively important.
