<論説>評制施行の歴史的前提 : 所謂大化前代の「コホリ」について

Abstract

所謂大化前代の地方組織については、国造の「クニ」、県主の「アガタ」を以て考えるのが古くからの極めて一般的な見解であるが、そのような中にあって、既に大化前代に「コホリ」と呼ばれた地方政治組織の一定の展開を認めようとする学説も存在する。本稿は、孝徳朝における全面的な建評を認めるべきことを主張した旧稿を踏まえ、そのような評制施行の歴史的前提を探る為に、改めてこの大化前代の「コホリ」についての再検討を試みたものである。まずこれまでの『続日本紀』諸本に対する研究の成果に立って、同書大宝元年七月壬辰条の「県犬養連大侶」が実は「郡犬養連大侶」であること、しかもそれは天武十年以前の古記録に基づく表記と見られることを明らかにした。とすれば、この氏の名称を「コホリノイヌカヒ」氏として理解しうる可能性が生まれ、それが同氏の大化前代の職掌に因むものである以上、改めて大化前代における「コホリ」の実在性が裏付けられることとなる。以下これを前提として、そのような「コホリ」の内容・性格、及び「コホリ」と「アガタ」との関係について考察を加え、その一つの具体例たりうるものとして難波郡の問題に言及した。

It has been a widely held opinion that in the so-called pre-Taika period the local administrative system consisted of the two institutions : Kuni 国 dominated by Kuni-no-miyatsuko 国造 and Agata 県 by Agatanushi 県主. But there is another opinion insisting that as early as the pre-Taika period another local administrative institution called Kohori developed to a certain degree. The aim here is to consider Kohori in the pre-Taika period and to clarify the historical conditions of enforcement of Hyōsei, which was, as stated in my recent article, wholly done under the reign of Kōtoku 孝徳. To begin with, I make it clear that, using the fruits of the studies on the various texts of Shoku-nihongi 続日本紀, the word Agata-no-inukai-no-muraji Ohotomo 県犬養連大侶 in the article dated on July Jinshin 壬辰 in the 1st year of Taiho 大宝 was in fact the word Kohori-no-inukai-no-muraji Ohotomo 郡犬養連大侶; and that Kohori, the prefix of this word, presumably stemmed from an original text written be-fore the 10th year of Tenmu 天武. It follows that there was the Ko-hori-no-inukai clan named after the post in the pre-Taika period, which would substantiate Kohori. From this point of view, I argue not only the details and characters of Kohori, but the differences and resemblances between Agata and Kohori, referring to the Naniwa-gun 難波郡, a case in point.
