<論説>戦後沖縄の境界・領域と政治行動 : 領土の分離・統合と闘争のイデオロギー (特集 : 国境)

Abstract

本稿は、戦後の沖縄を日本国民国家との領域的関係から検討することによって、境界や領域の画定が集合的なアイデンティティの構築と政治化にどのような影響を及ぼしたかを考察する。特に、米軍駐留に反対する政治集会のデータとフレーム分析の手法を用い、運動のイデオロギーと抵抗のアイデンティティが構築される過程で、領域の概念がどのように言説的に採用・破棄されたかを分析する。集会主催者によるナショナリティやエスニシティといった集合的アイデンティティの政治的表象は、沖縄と日本・米国との政治・領域的関係の変化に応じて、多様な様式を持っていた。そして、領域やアイデンティティに関わる表象の様式は、大衆を動員しようとする集会主催者の運動戦術と関わっていた。本稿では、境界・領域変更と理念諭での運動戦術との間の動態的な相互作用に関する、いくつかの重要な局面が提示される。

This paper explores how the drawing of boundaries or the demarcation of territories affected the construction and politicization of collective identity by investigating the case of postwar Okinawa in relation to the Japanese nation-state. After the Battle of Okinawa in 1945, U.S. military forces occupied and governed Okinawa until it reverted to Japan in 1972. Even after reversion, the heavy U.S. military presence remained intact and continues to be the cause of anti-U.S.-base struggles by Okinawans today. Using the data of rally statements against the military presence and employing the frame approach, this paper analyzes the discursive appropriation/abandonment of the concepts of territory in the process of constructing movement ideologies and protest identities. The political representation of territory and collective identity such as nationality and ethnicity by rally organizers had various modes according to the shifts in the politico-territorial relationship of Okinawa to Japan and the U.S. The choice of a particular mode of territorial/identity representation was movement tactics by rally organizers who attempted to mobilize the public. Some important aspects of the dynamic interaction between boundary/territorial shifts and ideational movement tactics are presented.
