「社会人の学び直し」に関する政策の現状と課題

Abstract

本稿は、「社会人の学び直し」に関連する政策の対象と目的について考察しようとするものである。「社会人の学び直し」を政策的に位置づけた第3期教育振興基本計画の策定過程と、当計画で言及されている具体的な事業を分析した結果、当計画においては、「社会人」として正社員、高齢者、離職者、中退者が想定されていること、それぞれに対して、職業能力すなわち経済的競争力を身に着けさせようとしていることが明らかになった。また、そこでは「学びの複線化」が意図されており、正社員に対しては大学や大学院での専門的教育を通して「国際的な競争力」を身に付けた人材になることを、その他の対象に対しては、職業に就くことで経済的に自立できるようになることを期待していると言える。今後、職業能力の涵養を重視するのみならず、社会の周縁的な人々の学習ニーズに光を当て、多様なニーズに対応した成人の学習の「場」を保障することが期待される。

This study was performed to consider the subject and purpose of policy regarding "working people's relearning." The results of analysis of formulation process of the third period Basic Plan for Promoting Education that placed "working people's re-learning" in policy and projects referred to in the plan were as follows. In the Plan, full-time workers, the elderly, retired employees, high school or university dropouts are classified as "working people." The Plan expects that "working people" acquire vocational abilities, i.e., economic competitiveness. In the Plan, "the double lines of learning" is aimed, so the Plan intends that full-time workers will acquire "international competitiveness" through specialized education in university or graduate school, and others will find jobs to be independent financially. It is expected that the policy regarding "working people's re-learning" will not only make much account of elevation of vocational abilities, but also light on learning needs of peripheral people and guarantee the learning opportunities that take care of various needs.
