1970年代の総合学習の教育課程上の位置づけ --『教育課程改革試案』における技術科との関係に注目して--

Abstract

『教育課程改革試案』に結実した1970年代の教育課程改革の議論は、総合学習の提起をもたらした。本稿では、まず、議論の経緯を検討することで総合学習と技術科との結びつきが重視されてきたことを明らかにした。次に、議論の内容に関する速記録と、報告に向けての取りまとめを担った梅根悟の所論とを検討した。これにより広義の総合学習が、実践を通じて知識を総合的に用いるもので、政治学習と労働学習(技術科)とを含意していたことに検討を加えた。最後に、梅根が狭義の総合学習を政治学習として規定したことを踏まえ、総合学習が教育課程上で担うと考えられた役割を教科や教科外との関係を踏まえて分析し、総合学習の特質について検討した。その特質とは、教科外活動で抱いた現実の諸問題についての疑問に関して、集団的に現状や常識を調査し批判することを通じて、解決を模索する学習であると捉えられたことであった。

In the 1970s, discussions regarding reform of the school curriculum took place. This was summarized in a report named The Tentative Plan of Curriculum Reform, which suggested the need of Sogo-Gakushu. Here, we reviewed reports of the discussion, and found that Sogo-Gakushu was intended to connect with the subject of technology. Next, to understand the relationship between Sogo-Gakushu and technology, we examined stenographic records of the committee in which Sogo-Gakushu was suggested and the theory of Satoru Umene, who was the chairperson of the committee. Sogo-Gakushu in the broad sense includes learning of politics and labor, and in the narrow sense means only learning of politics. Third, we examined the role of Sogo-Gakushu in the school curriculum. In Sogo-Gakushu, students tackle real social problems, utilizing scientific and social knowledge comprehensively and communicating with many people to solve the problems. Through such learning processes, they are expected to learn democracy.
