<研究ノート>出稼ぎ労働と小作経営 : 越後頸城地方を例として

Abstract

新潟の頸城平野地方を素材として、幕末・維新期における出稼ぎ労働の存在形態および小作経営との結合の状態を具体的に考察する。頸城平野は米作農業以外にめぼしい産業がなく、豪雪に蔽われた永い冬をもつ米作単作地帯であるが、ここでは一九世紀にはいる頃に寄生地主制が体制的に成立し、出稼ぎ労働もきびしい頒主的規制のもとで同じ頃に一般的に形成されてくる。この出稼ぎ労働はもつぱら小作経営から放出された。小作農家は一方で小規模な農業経営をいとなみ、他方で二、三男などの農業余剰労働力を関東地方などへ出稼ぎ人として放出し、それによつてロベらしと貨幣収入をはかつていた。出稼ぎ労働は米作単作、農業経営の小規模性、物納小作料の納入などの特殊諸条件のもとで、小作経営に不可分に結びついている農業外雇傭労働の特殊形態である。

This article concretely explains the existence of emigrant labor and its combination with tenant farming in the late Shogunate and early Meiji 明治 periods, as a materical of the Kubiki 頸城 plain in Niigata 新潟. This Kubiki plain is a single-crop area of rice having no important industry and long winter covered with a heavy snowfall, where the parasitic landlord system was formed and emigrant labor was also early generalized under the strict regulation of lords about the early nineteenth century. This emigrant labor was brought only from tenant farming; a tenant farmer not only operated his small farm but carried out decrease of living subsistence and increase of monetary income by discharging surplus labor power such as the second and the third sons to the Kantô 関東 area and others as an emigrant. Emigrant labor, under the special conditions of ringle-crop of rice, small scale of farming, and payment of rent in kind, is that special labor form except farming which is inseparably related to farming.
