<論説>東北地方における郡の成立

Abstract

本稿は古代東北地方における郡の成立過程を、歴史的地域の形成という角度から考察しようとしたものである。陸奥と出羽では蝦夷征服の結果として郡が設定されるという他地域にみられない独得の経過をたどるので、郡の成立年代とその歴史的背景、城柵と郡との関係、権郡という形式、郡の規模などの諸点をとくに問題にして、制度的地域たる郡のもつ歴史的性格及び地理的性格を把握することを意図した。その結果、郡の成立史を一応四期に分つことができ、しかもそれがそのまま古代東北の地域区分にもなるが、さらに黒川丘陵-船形山-雄勝峠-鳥海山の線によって二分し、この線以南と以北の地域における建郡のあり方の相異を認識すべきこと、奥郡地域における城柵と郡家による地域形成、権郡→真郡のコースの重要性、権郡形式による小規模郡の成立などを指摘した。

This article observes the forming process of counties in the ancient north-eastern district from the view-point of the formation of historical area. As in Mutsu 陸奥 and Dewa 出羽 were established counties as a result of the Ezo 蝦夷 conquest, the process of which was unique, we try to understand the historical and geographical character which a county has as a constitutional area by treating the following problems, the forming date of the county, its historical background, its relation to Jôsaku 城柵, the form of Gongun 権郡, and its scale. Therefore, the history of formation of the county is temporarily divided into four periods and also those periods stand for the areal distribution in the ancient north-eastern districts. Then, we point to the recognition of difference in county's formation between south and north of the line, connecting Kurokawa 黒川 hills--Mt. Funagata 船形--the Okachi 雄勝 Pass--Mt. Chyôkai 鳥海, and to Jôsaku in the Okugun 奥郡 area and district formation by the Gunke 郡家 importance of the cource from Gongun to Shingun 真郡, and the formation of a small scale county by the formation of Gongun.
