Abstract: ひきこもりが大きな社会問題になっている。ひきこもり支援事業を後押しするため、就労率や相談件数による一面的な評価に代わって、ネットワーク分析を用いて支援の四段階における社会関係づくりのプロセスを評価した。(一社) Team Norishiroの実例と軽度のひきこもりの支援事業を比較した結果、ネットワーク特徴量(頂点数と次数、直径と平均距離、リンク効率と密度)が支援段階における社会関係の時系列変化を良く表現すること、新たに提案したリンク効率と密度から成る複合指標が一般化した評価方法として有用であることが分かった。また、Norishiroの支援事業の特長が、軽度の支援事業と比較して、第一段階(出会い段階)から第四段階(社会参加の試行段階)に至るまでの間の社会的な関係性の多さ、近さ、強固さ、広さにあること、支援関係者が役割を変えつつもひきこもり当事者との関係性を維持し続けること、特に中間的・過渡的段階における“場”の提供にあることが分かった。今回検討した評価方法は、ひきこもり当事者の様々な段階や分類に応じて適用することが可能であり、支援事業の計画または実施における事業評価、自治体の助成事業や社会的インパクト投資事業に向けたアセスメントや実績報告にも利用することができる。また、ひきこもり支援に限らず、例えば商店街活性化や自然環境保護など、将来的に社会関係づくりに基づく様々なソーシャル・ビジネスにおいて活用されることが期待される。
Hikikomori (social withdrawal) has become a major social problem. In order to boost the Hikikomori support program, instead of a blanket evaluation based on the employment rate and number of consultations, a network analysis was used to evaluate the creation process of social relationships in the four stages of support. As a result of comparing real cases of Team Norishiro and support projects for mildly withdrawn persons, it was found that network features (number of vertices and degree, diameter and average path length, link efficiency and density) well represent time-series changes in social relations during the support stages, and that the newly proposed composite index consisting of link efficiency and density is useful as a generalized evaluation method. It was also found that the characteristics of Norishiro's support project, compared to those of other support projects for mild withdrawal, are that the social relationships between the first stage (meeting stage) and the fourth stage (trial stage of social participation) are more numerous, closer, stronger, and wider, and that support personnel maintain relationships with the social withdrawn persons while changing roles, especially in providing "places" in the intermediate and transitional stages. The evaluation methods examined in this study can be applied to various stages and classifications of withdrawn persons, and can be used for project evaluation in the planning or implementation of support projects, as well as for assessment and performance reporting for municipal subsidy projects and social impact investment projects. It is also expected to be used in various social businesses based on the creation of social relationships in the future, such as revitalization of shopping districts and protection of the natural environment.
