抄録: In order to contribute to the realization of “Curriculum open to society, ” this paper investigates the actual situation and issues of the curriculum developed in the field of early childhood education in Shiga prefecture. A survey was conducted on cooperation between school, community, family, and government. As a result, the following points were clarified. Firstly, although early childhood education is conscious of the realization of “Curriculum open to society, ” it is clear that there is a lack of initiative by community and family in kindergarten educational activities. Secondly, it was found that the government's conception of “Curriculum open to society” requires the four parties of school, community, family, and government to work together. On the other hand, however, although the government should be in the leading position, they lack involvement in the discovery of local resources and cooperation with companies and organizations, which are necessary for the actual realization of “Curriculum open to society.” The lack of government involvement creates disparities in the utilization of local resources in educational activities, and is a factor that hinders the realization of cooperation between school, community, and family in formulating educational policies and curriculum.
