長期的な被災者支援を可能とする合理的な被災者台帳の構築に向けて

Abstract

我が国における被災者生活再建支援の業務内容を鑑みれば，合理的な被災者生活再建支援を実現する上で被災者の実状を的確に管理する被災者台帳は欠かせない。被災者台帳は，再建支援メニューにおける支援対象の決定方法の不統一であるため，被災者台帳を災害発生当時にある既存台帳だけで構築することは難しい。被災者台帳の構築においては，被災者の合意の下で被災者の実状を把握し，次の業務に利用可能な情報として管理されることが要件となる。本研究では柏崎市において実際に展開された支援業務に基づき，被災者台帳の構築を行なった。また，柏崎市における生活再建支援業務の運用形態の変化から被災者台帳が支援業務へ与える影響を把握した。

In Japan, there is no Management System for supporting Victims' Life Recovery. It makes difficult for local government to provide their services effectively and fairly. Against this issue, we aim at developing the standardized management system for supporting victims' life recovery process. To develop this system, we designed the relationship among basic master database for business routine before disaster occurs, and other updating database for life recovery response, and we developed the information management model integrated in service providing flow. Finally, we applied this system to Kashiwazaki City affected by Niigata Chuetsu-oki Earthquake in 2007. This application realized a high quality services for disaster victims in Kashiwazaki City.
