特別支援教育とインクルーシブ教育の接点の探究--日本におけるインクルーシブ教育定着の可能性

Abstract

現在, 障害のある子どもを取り巻く状況は2007年度より「特別支援教育」の実施に伴い, 大きな転換点を迎えつつある. 教育現場に与える影響は大きく, これまで障害がないと認識されていた子どもたちが障害のある子どもと認定を受けるケースが増えている. そして教師や学校がその対応に迫られるという状況となっている. その中で, 個別支援に偏った教育が行われつつある. つまり, 障害のある子どもとそうでない子どもとの区別を明確に分けた上で, いかにその子どもたちの教育的ニーズに合わせるかという教育が目指されているということである. 現在, サラマンカ宣言以降, この｢インクルーシブ教育｣が世界的主流となりつつあるが, その実践内容, また理論の中味は, 未だに議論が盛んに行われている. ｢特別支援教育｣はノーマライゼーション理念の具現化であり, インクルーシブ教育につながるものであるとされている. しかし, 現状はそれと逆行したような形になっている. そこには, ｢インクルーシブ教育｣｢ノーマライゼーション｣などの用語の解釈についての問題点が浮かび上がる. つまり, この用語を都合よく利用することも可能である点は留意しておかねばならない. そして, いかに使用するかの背景にあるものは, 使用する側のイデオロギーである.

In this age of diversity, the situation of children with disabilities is changing with the operation of Special Support Education. This education has a great effect on pedagogical field. The number of Children that are certified as "children with disabilities" is increasing. And teachers and schools are struggling with this problem. In this case, the individualize teaching is put into practice. Actually, this Education defines difference between children with disabilities and normal children. And this Education aims to meet different educational needs of these children. "Inclusive Education" has been becoming a mainstream in the education policies across the world since The Salamanca Statement on Principles. They say that "Special Support Education" is based on Normalization Concept and is connected with Inclusive Education. However, Inclusive Education doesn't expand, in fact. Then, the author indicates the point of interpretations of "Inclusive Education", "Normalization Concept", and so on. We have to remark that these terms are used conveniently. How to use these terms depends on the ideology that the user has.
