Abstract

It is often said that in China the bureaucrats, landlords and merchant-usurers constituted one inseparable whole. Though bureac-rats practised usury from old, it was after the Ming period (the 14th-17th centuries), when money economy began to Prevail, that this phenomenon became remarkable. The nature of Chinese bureaucrats as merchant-usurers has not been hitherto exposed concretely due to the peculiar system of enterprise in China. The author brings to light the two concrete instances of bureaucrats who were merchant-usurers in the latter part of the 19th century, depending upon materials
