抄録: | The food situation in Indonesia worsened seriously due to the decrease of rice import from the end of 1910's to 1920. The Dutch Colonial Government tried to overcome the difficulties through increasing the food production and regulating its circulation. As a result, food crisis was avoided in Indonesia. In Java and Madoera the Colonial Government tried to restrict inter-regional rice trade, and bought up rice directly from the peasants for distribution. But when they fixed the maximum rice price and tried to force the traders to accept it, they met with stiff resistance. The maximum price was hardly followed and the "smuggling" of rice was in vogue. The fundamental reason for the resistance lay in the inconsistant policy of the Colonial Government, under which the Government asked for collaboration of the traders not with standing trying to restrict the freedom of rice trade at the same time as it failed to seize complete control of rice circulation. |
