フランスにおけるニューカマーの子どもへの言語教育支援 --CASNAVの取り組みと複言語主義教育の可能性--

Abstract

本稿では, フランスにおけるニューカマーの子どもに対する受け入れ政策と, 雷語教育支援の特般について論じる. フランスは国際社会においては欧州評議会の言語政策部門が提唱する複言語主義(plurilingualism) を標榜するが, 国内の移民に対する政策にその主張はどのように反映されているのだろうか. 本稿ではフランスにおける移民の定義について概観した後, 政策の実践例として, フランスの「ニューカマーおよびロマの子どものための学校教育センター」(Centre Academique pour la Scolarisation des Nouveaux Arrivants et des enfants du Voyage :CASNAV) を取り上げ, その設立に至る背景, ニューカマーの子どもと学校教師への支援のあり方とその課題を明らかしその取り組みにおける複言語主義との組離を示す. 最後に社会統合のための複言語主義教育の可能性について考察する.

This study investigates the characteristics of French policy designed to support language education and inclusion for children of recently arrived immigrants. France is one of the countries that advocate a policy of plurilingualism, an idea that has been promoted by the Language Policy Division of the Council of Europe. The question of how this idea is reflected in French domestic policy regarding the acceptance of children of immigrants is examined. The paper also describes the definition of immigrants in France, and then focuses on the function of the institute (the academic center for the schooling of newcomers and travelling children or "Centre Academique pour la Scolarisation des Nouveaux Arrivants et des enfants du Voyage : CASNAV") as an example of French domestic immigration policy. After describing the institutional history and discussing some of the challenges in language education support for immigrants and school teachers, this paper concludes that there are inconsistencies in the policy from the perspective of purilingualism. Finally, this paper makes some suggestions for plurilingual education as a tool for improving the integration of recently immigrated children.
