抄録: This paper 1) describes activities undertaken by the local residents in relation to the impacts from development assistance, and 2) examines how endogenous movements emerged. For these purposes, this paper uses data of water supply works in southern Tanzania. In response to the previously unfi nished water supply construction initiated by the government, and against the backdrop of economic liberalization, villagers in the research area started their own water supply works. It became clear that villagers used to their advantage 1) cost sharing based on the activities of farmers’ group called kikundi, and 2) the integration of water source maintenance and forestry for a stable water supply, based on experience gained through the preceding development programs and projects. This paper suggests that it is necessary for development practitioners to assess such relevant capacities and competencies gained by the local rural people during their experiences with various assistance projects/programs to understand how rural people can maintain their livelihoods and assume leadership of projects/ programs that provide development assistance.
