京都周辺における伝統的水害防備法について

Abstract

近年, 環境と調和した水害対策として, 伝統的河川技術が見直されてきている.これは, 水害を完全に防ぐものではなく, その勢いを減じ, 被害を軽減しようとする方策であり, いわゆる, 「減勢治水』の考え方に基づいた技術である.本報では, 欧米からの近代技術が導入される明治初期以前の技術を対象とし, 京都周辺に残された巨椋池周辺の水屋, 淀川右岸(高槻市・島本町)の段蔵, 桂川(亀岡市)の水制工および由良川(福知山市)の水害防備林に関する調査結果について報告する.

Recently, the design with nature becomes one of important factor in planning flood control measures.Hydraulic engineers recognize that some traditional counter measures for flood are good examples of the matter.Floods can not be fully controlled by the traditional engineering, however, the nature is not fully destroyed bythat. Now is the time when the engineers have a better opinion of the engineering. Some traditional countermeasures have been reported in this paper. Those are the old houses with raised base in Ogura-ike, Takatsuki andShimamoto, the old groins in Katsura river in Kameoka, and the bamboo groves on the floodplain of Ura river inFukuchiyama and Ayabe.
