災害救援活動の初動時における災害NPOと行政との連携 -阪神・淡路大震災と東海豪雨災害との比較から-

Abstract

災害救援活動の初動時における災害NPO と行政との連携について，阪神・淡路大震災と東海豪雨災害とに注目して比較検討した。続いて，東海豪雨災害の救援活動で中心的な役割を果たした災害NPO の当事者へのインタビューから，東海豪雨災害で迅速な初動救援体制を確立できた背景として，事前に準備されていた協定書の機能を分析した。その結果，災害NPO と行政が連携して災害救援活動を迅速に開始するための問題点を指摘し，このような問題を回避するために現場で訓練活動の一環として活用できるワークショップ手法を紹介した。

We examined collaboration between non-profit organizations active in disaster and local governments at the firststage of disaster relief during Tokai Flood in comparison with that of Great Hanshin-Awaji Earthquake. Weinterviewed the leader of Tokai Flood relief, who was a representative staff member of a local disaster non-profitorganization, and investigated positive and negative functions of an advance agreement for collaborationfacilitating the initial rescue and relief activities. We proposed a workshop to avoid the negative function of theagreement.
