被災後の途上国支援の連携化に関するシステム論的研究 --インド洋沖津波災害後のインドネシアの事例--

Abstract

インド洋沖津波災害後のインドネシアの防災教育の援助協調の展開を事例として援助協調の形成要件について短期的ミクロ分析をおこなう。このような援助協調の推移が，災害後の援助機関の協調過程として役割ネットワークによってモデル化をできることを示す。ステークホルダーのネットワーク化とグループの形成とその後の進展過程を役割ネットワークモデルで定型化し，本事例において援助協調を形成したとみなされることを明らかにする。さらに，防災教育コンソーシアムという場を介在して水平的ネットワークと垂直的ネットワークという条件付予備的協調体制であることを分析する。

The research addresses to model and analyze aid coordination process for post-disaster education in Indonesia after the mess 2004 Indian Ocean Tsunami. It is shown that stakeholders have the following two types of networks in the consortium for post-disaster education by use of roll-playing network model developed by Okada; one is a network of vertical-related organizations, and the other a horizontal social network. The result is that such social networks and consortium of consultations are helpful to build the trust relationship among participants, enable them to mutually collaborate and finally create a new aid coordination form to promote post-disaster education
