1920年代京都における都市計画展覧会の歴史的意義--都市計画にみる歴史意識

Abstract

本稿は，1920年代に開催された「京都都市計画展覧会」の歴史的意義に注目し，この時期の都市計画事業の遂行過程にみられる歴史意識を明らかにしようとするものである。具体的には，都市計画事業をめぐる都市の主体的な動きにも目を向け，1924年と1926年に開催された「京都都市計画展覧会」の意義に注目する。この2つの展覧会は，都市計画について市民の知識・理解を高めるために企画されたものである。1926年の展覧会が京都市主催で開催されたのに対し，1924年の展覧会は市主催ではなく後援団体の一つだったが，この企画・準備段階では市が主導し，展示の内容も，模型や図面などの最新の都市計画資料とともに，古地図や絵巻などのビジュアル的な歴史資料を多く盛り込んで，平安時代からの京都を通覧できるものであった。こうした市民向けの「都市計画展覧会」について，他都市の動向をみると，すでに1923年に神戸で他都市に先駆けて開催されているが，この点についても，従来の研究では全く言及されていないところである。また，「京都都市計画展覧会」に注目して都市計画の遂行過程をみていくと，京都市土木局の都市計画事業では，都市計画の調査・研究活動が重視され，その成果が展覧会や出版などの市民への宣伝活動に活かされていたことがわかる。また，これらの調査活動には，市側の都市計画担当吏員が主体的に取り組み，重要な役割を果たしたことが確認できる。これまでの研究では，1924年の都市計画展覧会や市の都市計画担当吏員の役割について具体的に論じたものは見られない。本稿は，研究史におけるその欠落を埋めるものである。

This paper is to clarify the historical meaning of the Kyoto City Planning Exhibition, which was held in the 1920's. This exhibition was planned with the objective of enhancing the city residents' consciousness and understanding of city planning. While the Kyoto City was the host of the 1926 exhibition, the City was not the host but one of the supporters for the 1924 exhibition. The Kyoto City, however, took the initiative in planning and preparing for the 1924 exhibition, where visitors could view the broad history of Kyoto after the Heian Period with a lot of visual historic materials such as old maps and picture scrolls exhibited along with the latest materials about city planning including the City's miniatures and drawings. In addition, the city planning operations by the Kyoto City's civil engineering bureau placed importance on research and study activities in city planning. You can find that the City's officials in charge of city planning took the initiative in the process of implementing city planning operations. There has been no study that specifically examined the City Planning Exhibition in 1924 and the role of the City's officials in charge of city planning. This thesis fills in the missing piece in the history of city planning studies.
