<研究ノート>国際共同学位プログラムの定義と実施に関する課題

Abstract

大学間の国際交流、協力を促進するイニシアティブとして、また大学の国際化の施策として、国際共同学位プログラムの導入が世界的に進んでいる。その一方で、その名称や定義が共有されておらず、プログラムの質保証が課題となっている。本稿では、国際共同学位プログラムに関する文献を用い、その類型と定義、そして日本の大学でプログラムを開発する課題を検討する。Knight(2008)が提案した国際共同学位プログラムの類型と定義は、学修成果--学位の数と学位レベルの組合せ--を明確にすることにより、プログラムの質保証に言及したものであり、現在の混然とした国際共同学位プログラムのあり方に一指標を提示した。しかし、既存の制度と法律の範囲内で国際共同学位プログラムの開発を目指すわが国は、学修成果を基準にそのプログラムを類型化することが難しい。グローバル化する高等教育市場において、国際教育連携の先進的な活動を支援する対応が望まれる。

International collaborative programs such as joint and double degree programs are recognized as innovative initiatives to promote international academic exchange and collaboration as well as to internationalize universities. However, as the number of international collaborative programs is increasing worldwide there is minimal clarity around what they are. This lack of shared understanding can jeopardize the development and quality of these innovative initiatives. This article discusses the emerging common typology and definition of international collaborative programs and the issues for the development of these programs in Japan. Discussions regarding the definition and typology of international collaborative programs are evolving around Europe, and Knight(2008)proposed the definition and typology of international collaborative programs based on an international literature review. Her definition and typology refers to qualifications the program offers, such as the number of diplomas and academic levels. It provides criteria by which to distinguish different types of international collaborative programs. Under current national regulations, Japanese universities are facing difficulties in adopting Knight's definition and typology in practice. Historically, it has been reasoned that national regulation is essential to secure the quality of higher education; however, a new approach to educational quality is required to promote innovative international educational collaboration.
