ダライ・ラマ14 世における「宗政和合」 (chos srid zung 'brel) について

Abstract

ダライ・ラマ14 世が思い描く政治とは何か。この問いは時期尚早であるかもしれない。しかし、彼の政治に対する考え方の一端を探ることは、近年緊迫の度を増しているチベット問題を考える上でも有益であるにちがいない。 ダライ・ラマは自身の主導する政治体制を、チベットの守護尊である観世音菩薩の化身が国政を担う前近代的なものから、民主主義に基づいた近代的なものへと移した。その際ダライ・ラマは政治から宗教的要素を排除したわけではなかった。むしろ、彼の考える「宗教」（Tib. chos）の核心に基づいた移行であった。そのことを示すのが、「宗政和合」（Tib. chos srid zung 'brel）という言葉である。ダライ・ラマは、伝統的なチベットの政治体制を表すこの言葉に新しい解釈を施した。そこに近代的民主体制とのつながりを見出すことができる。そこで本論文では、「宗政和合」のダライ・ラマによる解釈を分析し、チベットの政治における「宗教」と「モダニティ」が、「有情が苦しみから離れるように」という「共苦」 によってつながっていることを明らかにする。

What is the politics that the 14th Dalai Lama conceives? This question may seem to be premature. But, when we consider the Tibetan issue, which is tense in recent years, it should be helpful to look into the Dalai Lama’s own views on politics. The Dalai Lama changed the political system of Tibet from a pre-modern system, in which the Avalokitesvala incarnate rules, to a modern democratic system. However, he did not exclude religious elements from the political system, but rather changed to a political system based on “religion”(Tib. chos) as he conceived it. This is shown in the words, “The Union of Dharma and Polity” (Tib. chos srid zung 'brel). The Dalai Lama put a new construction on this word which represented the traditional Tibetan political system. In his interpretation, we can see the relation between religion and the modern democratic system of Tibet. Through analyzing the Dalai Lama’s interpretation of “The Union of Dharma and Polity,” this paper intends to reveal that “compassion” as the wish for all sentient beings to be free from suffering connects “religion” and “modernity” in the politics of Tibet.
