Abstract: Monthly installation was in practice until the end of the K'anghsi (康熙) era, regulating the promotion of those Government officials who passed examinations, but the system did not work very well to choose competent personnel and to evade inefficiency in local administration. With.a view to rectifying the evils Emperor Yungcheng (雍正) sent qualified candidates to the provinces to wait for vacancies, while he appointed the experienced to more important posts and the unexperienced to less important ones. This system was called waipu (外補). Though the system assumed more consummated features under Emperor Ch'ienlung (乾隆), the actual power of installation became invested in the hand of provincial governors.
