靑苗法施行の由來について

Abstract

Since the merchants practiced the cornering of cereals, boosted the prices and sold at high prices to the government, the northern Sung dynasty faced a difficult financial problem to supply its army with provisions. Consequently, the government attempted to control the merchants first by means of prohibiting commercial transactions during the period of government purchasing and buying from the farmers. This policy proved a failure because of the merchants' advance purchase in the form of loans to the producers. The Ch'ing-miao-fa system, which was no less than government advance buying, was brought intopractice to cure this difficulty.
