協働化イノベーション : 京都市の取り組みを事例として<21年度第3回研究会>

Abstract

本研究では、公民連携における市民参加について論じる。官と民が連携を強め、行政サービスが行き届き市民の活力を反映したよりよい社会を創っていくプロセスを協働化イノベーションと呼び、実現のための指針を提供することが本研究の目的である。事例分析として、京都市の政策評価および事務事業評価の実証分析を行ない、現行の評価システムの問題点を検証、適切な市民参加のあり方を論じる。京都市ではこれまで市民参加に関して定性的な分析しか行われていなかったが、本研究では蓄積された1400件に及ぶデータを数値化し、さらにプロジェクトの性質を3つに分ける「政策重要度別段階分類」の上、相関分析・回帰分析を行なった。これらの結果、市民満足度を目的評価指標として活用し、市民の実施段階での参加をすすめ、プロジェクトの性質分類ごとに適切な官民関与のバランスをとる必要があることが明らかになった。協働化イノベーションに向けて、行政評価制度への反映と、プロジェクトに応じた適切な市民参加が望まれる。

This paper proposes the concept of Cooperative Innovation, a process of making a better society with the citizens' power, and discusses how citizen participation influences the result in a public-private partnership project. As an empirical study, we have analyzed the evaluation data of the Kyoto city policy projects, pointed out the issues, and found the best way of how the citizens should participate. First, we have classified the projects into three categories, according to the importance level of the policies. Then, we have applied quantitative analysis to the data on the Kyoto city policy projects, and analyzed the interrelation among the indices, etc. We have concluded the following results: 1. The citizens' satisfaction is useful as an evaluation index; 2. Citizens' participation should be encouraged, in particular, on an operational phase; and 3. the degree of public-private participation should adjust to the importance level of a project.
