水資源のコンフリクトマネジメント

Abstract

本稿では，まず水資源コンフリクトの現況を世界と日本について記述し，次いでメタ認識としてのGES 環境システムと計画システムの輪廻を提案し，これらを前提としたコンフリクトマネジメント方法の体系化としてメタ適応的計画方法論を提案する。GES 環境システムでは，アジアと欧米のメタ認識の差異を論じ，計画システムの輪廻において「環境文化災害」という視点が重要であること，そして適応的計画方法論を構成する評価にあたる「費用便益分析」の限界ならびに「多基準分析」の流れを論じ，第3 者機関が介入するコンフリクトマネジメントを提案する．事例としては吉野川第十堰，長良川河口堰とガンジス川のファラッカ堰を取り上げる。

This paper shows inevitable fact we have to face up to water resources conflicts. Meteorological, hydrological, ecological and sociological problems with getting intertwined all together converge at water resources conflict problemin the end. For this reason, this paper firstly discusses the real situation of conflicts in domestic and international regionsand paradigm shift of water resources planning process based on environment capability considering social disparity forsustainability. Next, meta-logical methodology for conflict management introduced with recognition of GESenvironment, time varied circular system of water resources planning including environment disasters of collapse, pollution and culture, and adaptive water resources planning methodology of social conflict management forsurvivability. And then, some researches on conflict management are discussed.
