The discussions about Japan among the bureaucrats associated with the Yangwu Movement after the conclusion of the Sino-Japanese Treaty of Amity in 1871, being acontinuation of the discussions that had taken place during the 1860s, dealt with 1) Japan's self-strengthening and 2) the threat posed by Japan. In connection with the firstpoint, the scope of the discussions widened from dealing with the westernization of the military to dealing with the establishment of modern industries. In connection with the second point, the view that if Japan became of great power, then, with the example of the Japanese pirates 倭寇 in mind, she would pose a threat to China, was already held during the 1860s, but what caused anxiety in the 1870s was Japan's invasion of Korea. The Chinese obtained their knowledge of Japan's selfstrengthening and internal affairs directly from newspaper reports, but about the state of affairs in the relations between Japan and Korea they were only able to obtain indirect and incomplete information and they were thus influenced by historical preconceptions. The dispatch of troops to Taiwan in 1874 took the Qing authorities by surprise, as they thought that Japan's expansion was in the direction of Korea, but it made them aware of the Japanese domestic reasons leading to the dispatch of troops. Some of them paid attention to the reforms of domestic politics, such as the abolition of fiefs and establishment of counties that had come in addition to the selfstrengthening policies, but they did not discuss the meaning behind the overthrow of the Tokugawa Bakufu and the establishment of the Meiji Restoration government.en
