<研究ノート>世界大学ランキングの動向と課題

Abstract

世界大学ランキングが始まって、間もなく10 年が経過する。ランキングは技術的な問題点を指摘されながらも、大学の「質」を評価する一資料として広く利用されるようになり、その存在感を増している。しかし、既存のランキングが知識基盤社会を支える多様な高等教育システムの発展に与える影響を懸念し、新たなランキング・ツールの開発も始まっている。本稿では、文献調査を用い、5つに類型化されたランキングの特徴を検証し、近年の世界大学ランキングの動向と課題を分析する。ランキングは、大学のエクセレンスを一元的な基準で包括的に評価するリーグテーブルから、大学のパフォーマンスを多面的な視点で捉え、大学の多様性に応じた比較へと変化してきている。しかし、世界の多様な高等教育システムを多面的に比較できるデータの不足が大きな課題となっている。高等教育市場のグローバル化が進む中、日本の大学や政府は、日本の大学のパフォーマンスの国際的な発信力が問われている。

It has been ten years since the first world university ranking was published in 2003. Used as a resource to assess the quality of universities around the world, the rankings have become increasingly popular. However, the methodologies used to create the rankings have been criticized for various reasons. Most importantly, there is a risk that the rankings could have a negative impact on the development of a diverse higher education system that is essential to the emerging knowledge-based society. As a result, scholars and experts in higher education have begun to re-examine how university rankings should be determined. Based on a literature review of five types of international university ranking systems, this article discusses the trends and the main issues involved in creating world university rankings. World university rankings use league tables that evaluate the overall excellence of a university with a one-dimensional scale focusing on research. More recently, new ranking systems have emerged that aim to recognize the diversity of universities and compare their performance by using multidimensional approach. However, the biggest challenge continues to be the lack of internationally comparable data on higher education. As the globalization of higher education markets progresses, it is urgent that Japanese universities and the Japanese government develop systems to accurately present and deliver information on the performance of Japan's universities.
