なぜ国際関係論における宗教に注目するのか?

Abstract

宗教の現代神話を再生産するエイジェンシーとしての国際関係論を, 私自身が探求する動機の一つは, 紛争と暴力に関わるこの学問分野と宗教との深い結びつき方にある。これは, 特に, 理性的な政治から「追放」されていた「宗教」が近年安全圏に戻ってきたが, 現在は暴力的に「復活」していると, 国際関係論のなかで強く信じられてきた理由となってきた9.11以降のことである。私には, 理性的な世俗主義者たちの平和的な仕事を悪意を持って破壊するエイジェントとして働くという「宗教」のイメージが特に印象的だった。このような「宗教」のイメージは, 抽象的なカテゴリーに決断と意志を与えがちである神話言語を示唆している。しかし, 宗教と紛争との間には特別な結びつきがあることは9.11以前からかなり長い間信じられてきた。血塗られた宗教戦争を終結へと導いた1648年のウェストファリア条約締結後, 宗教はその結果勃興した新しい世俗国家によって安全に隔離されたと議論している人たちもいる。また, 世界政治を分析するために生まれた理性的な世俗的学問分野である国際関係論は, 長い経緯を経て, このような歴史的源泉から生まれたのだという考えも示されている。一旦, 非理性的で暴力的な宗教が飼い慣らされ, 統治の縁にある場所にうまく配置されると, 少なくともヨーロッパと北アメリカにおいては, 国際関係論は国政・外交術の科学として登場することができたのだ。

One of my own motives for investigating International Relations as an agency for the reproduction of the modern myth of religion is the way religion is strongly linked in that discipline with conflict and violence. This is especially true since 9/11, which has been the most powerful source of the belief in IR that 'religion' has recently returned from its 'exile' on the safe margins of rational politics, but is now violently 'resurging'. The images of 'religion' acting as an agent of malign disruption of the peaceful work of rational secularists seemed to me especially striking and suggested the language of myth, which tends to invest abstract categories with volition and intention. But the belief in the special connection between religion and conflict has a much longer history than 9/11. Some of the writers argue that after the Treaty of Westphalia in 1648, which brought the bloody Wars of Religion to a close, religion was safely quarantined by the new secular states, which also came into being as a result. The idea is also mooted that International Relations as a rational secular discipline for the analysis of world politics derived in the long run from these same historical sources. Once irrational and violent religion had been tamed and put into its proper place at the margins of government, at least in Europe and North America, then International Relations could emerge as the science of statecraft.
