災害の総合的なリスクマネジメントへ向けて : 私の中での過去・現在・未来の研究誌

Abstract

約20年にわたる京都大学防災研究所の研究生活の旅路の中で，約15年間は災害リスクマネジメントという観点から総合防災研究の世界観を拓くという貴重な機会を得た。このたび定年退職という区切りの時(一里塚)を迎えるにあたり，本稿では筆者がこれまで築いてきた総合防災の世界観を開くいくつかの試みを総括する。その際，総合性を目指す上で概念モデル(生命体システム，五層モデル，アダプティブマネジメント等)が不可欠であること，その構築に当たって，ことばのモデルやメタファーの果たす可能性と限界についても言及する。

The paper presents author's reflections on the 15 year-long research travel paths to explore on the new research area called "Integrated Disaster Risk Management". Special attention is paid to the applicability and limit of conceptual models such as Vitae System, Pagoda Model, Adaptive Management which have been proposed by the author and others. The use of verbal and metaphor models is stressed, as well as their entailed cultural implications which may either extend or confine the scope of communicability.
