<論文>カリフォルニア州教科書の古代インド史記述をめぐる論争と訴訟--二十一世紀初頭アメリカにおけるヒンドゥー至上主義の一断面

Abstract

本稿は2005年から2009年にかけて起きたアメリカ合衆国カリフォルニア州公立学校教科書の古代インド史記述をめぐる論争と訴訟を検証しその社会的背景を考察する。この事案ではヒンドゥー団体が提出したヒンドゥー至上主義的歴史観にもとづく教科書修正案に研究者たちが学術的観点から異議を唱えて論争となり、最終的に研究者側の見解に沿った教科書が承認された。これを不服として、ヒンドゥー団体側が二件の裁判に訴えた。法廷は研究者の見解に沿った教科書の内容を是認したが、教科書承認プロセスには教育委員会側に不備があったと認定した。特に論点となったのは、古代インドの女性の地位、カースト制度、多神教思想、アーリア人侵入説であった。この教科書問題は、ヒンドゥイズムについてネガティヴなイメージを押し付けられているという一部のインド系市民のアメリカ社会主流派に対する反発が、ヒンドゥー・ナショナリスト関連団体による組織的運動と連動して顕在化したものであり、古代インド史を論争の主題としているが、現代アメリカにおけるインド系市民の社会的・文化的背景から起きた問題であった。

This paper reviews the controversy over the description of ancient India in the history-social science textbooks for public schools in California, the United States. During the 2005–2006 textbook adoption process, two Hindu groups submitted lengthy suggested amendments regarding the portrayal of Hinduism, to which a number of scholars of South Asian studies objected from an academic perspective. The State Board of Education adopted the textbooks which were amended following the scholars' suggestions. The controversy developed into two lawsuits which lasted until 2009. The judges ruled that the challenged textbooks comply with the legal standards whilst the State Board of Education had not complied with the regulations regarding the adoption process, though the judgment did not require the approval of the adopted textbooks to be rescinded. The central issues of this textbook controversy were the Aryan invasion theory, the status of women, the caste system and the polytheistic conception of Hindu religion in ancient India. Though this controversy was concerned with ancient Indian history, it occurred against the social and cultural background of Indian Americans today and was a manifestation, linked with organized movements by Hindu nationalists, of the offended feelings amongst some Hindu Americans that they were being discriminated against by mainstream Americans because of the allegedly negative image of Hinduism in American society.
