日中戦争期の米国華僑と祖国政治 --国民参政会参政員司徒美堂を事例として--

Abstract

本稿は, 米国華僑可徒美堂(1868-1955) の中華民国参政会参政員に指名されたプロセスを事例として取り上げ, 抗日戦争期において華僑がいかに祖国(中国)の政治に直接参加できたのか, という課題の解明をめざすものである. 第1章では, 先行研究の紹介と問題提起を行い, 日中戦争期の華僑と祖国政治との関係について, 公文書を用いる実証的な研究が少ない現状を指摘した第2章では, 国民参政会が成立する歴史的背景と海外華僑参政員の選出規定を叙述した. 第3章では, 複雑な中国国内政治事情と米国における中国国民党と華僑組織「致公堂」との関係の中, 彼が参政会参政員に指名された経緯とともに, 国民党の目的は参政員指名の権限を利用し, 「致公堂」の有力者指名を通して, 「致公堂」組織を支配しようとすることにあったことを解明した第4章では, 司徒の参政員再選および彼の祖国と政治への認識を論述した.抗戦期における華僑の「国家」への支持と, 「国民党」への支持を同一視してきた従来の通説を, 司徒の事例を通して検証し少なくとも可徒のケースの場合には「祖国」への愛着は「国民党」への支持と異なるものであることを明らかにした.

This essay examines the process whereby Situ Meitang (1868-1955) became a Representative at the People's Congress and explains how the overseas Chinese came to participate in the homeland politics of "China." The essay first defines the problem and surveys the previous studies on the overseas Chinese and homeland politics during the Sino-Japanese War, finding them largely deficient in the usage of primary documents. In the second section, it explores the overseas Chinese's electoral procedures against the background of the establishment of the People's Congress. The third section of this essay illuminates the Representative to the People's Congress' election process and how the Kuomintang's attempted to limit the power of the Chee Kung Tong (Zhigongtang) through that appointment process. In the fourth section, the focus is on the process of Situ Meitang's appointment along with his understanding of the homeland and policy. This study concludes that the "homeland., and the "political party" were separate entities as far as the overseas Chinese were concern, contrary to previous studies' assertions that the "nation" and the "People's Party" were one and the same.
