从麦粒到菜叶 : 江苏永忠村的社会变迁

Abstract

蘇中平原東部に位置する永忠村はかつては穀物生産を主とする村であった。改革開放後、競菜栽培へ転換し、上海、無錫、揚州、泰州、南通、塩城などの都市の疏菜供給地となることに成功した。永忠村の疏菜農家もこのために裕福になり、都市的生活を享受するようになった。これらの一連の現象は、政府と市場自由化との相互作用によるものである。本報告では、人類学的フィールド調査を用い、永忠村に入りこみ疏菜農家や経営者を訪問して、この永義村の社会変遷過程を解明する。永忠村の農産業構造調整の経験と事実の回顧を通して、本報告では国家権力が農民経済活動の管理統制から退いたのが決して本意であったわけではないことを示す。一方、政府の諸々の努力は毛沢東時代に作り出した集団主義との断ち切りがたい関係の存在を意味しており、それ故に経済自由化のみが注意すべき観点ではないと反駁できる。以上をふまえ、本報告では永忠村の変遷が決して政治的空白によって生じたものであるとはせず、国家権力と新自由主義の相互作用の結果であると考える。永忠村の変遷過程が「三農」問題の解決のために、何かしらのヒントを提示し再認識を促すことができればと願う。

Located in the eastern Jiangsu, Yongzhong village used to be plant wheat about twenty-five years ago. After the reform and opening up, it began to grow vegetables gradually, and succeeded in becoming the vegetable supply base for city of Shanghai, Wuxi, Yangzhou, Taizhou, Nantong, Yancheng. Thus, the farmers become rich and live a life like city people. The reason for all this is the joint action of the state power and market liberalization. Making use of participant observation and interviews in order to show the social change in this village, the article examine the Chinese state reluctantly retreat from the management of rural economic activities. And this shows that the government efforts are associated with the extension of the Maoist policies. Through a critique of "economic liberalization" rationale, this article discusses that the social changes in Yongzhong village did not occur in a political vacuum, but rather the result of the role of the state power and the neo-liberalism. With the ethnographical approach focusing on Chinese farmers' lifestyles, I seek to rethink the "three farming" policies from the social changes of Yongzhong village.
